Eiji is a freespirited vagrant, happy to let the world push him wherever it deigns. He takes part time jobs and drops them, sleeps in parks and on beaches and does his laundry in fountains. He's peaceful, amiable, eager to please when he must be but indifferent to what one might call the haters, and lives a pretty simple life in coexistence with most people he comes across. He's straight up dorky and cute when it comes to the simpler pleasures of life, lending him a innocent charm. This is all a facade for a power-hungry control freak who bleeds a martyr complex and struggles to feel anything besides horrifying emptiness when his machinations fail. WHAT? YOU THOUGHT KAMEN RIDERS WERE GOOD PEOPLE? HAHA. HAHAHA.
Ok, that's a little bit of an exaggeration! Eiji Hino is a pretty cool guy, with a wide experience of the world and a group of acquaintances a mile long. He's had training as an ambassador and a mediator as the son of a politician, and has specifically gone to the Middle East on one man relief efforts. He's the kind of guy who cares, and keeps on caring. However, he came from a place of privilege and it shows in his actions and attitudes, giving him a very deeply hidden seed of superiority. He likes power, and hates that he likes power, and hates that in his desire to change the world on his own steam is flawed and selfish, and lives in this frisson of emptiness that does not enable him to do anything.
Due to a combination of war, guilt, and PTSD, his desire to help people and resolve conflicts has been horribly damaged from the ground up since it was grounded in his superiority. He was smart enough to realize that what had happened was his fault, so he couldn't become bitter at the world without recognizing his hypocrisy. He took a third option: he became nothing. At the moment, he exists on a surface level, going from place to place and fulfilling basic needs, but feels no passions, has no dreams, and pursues no purpose. He has nothing in his soul but this misguided desire to help people at any cost, and this soul-emptiness gets him hurt physically and worse through the last half of the series because he just doesn't give a damn about himself. This gets changed up later in the series and in a later novel, but uh, arguably for the worse? He gets the power to change the world, and he does. Forcibly. As a god. Basically, in the third episode, he says straight up that he isn't a good person, and son, it's so damn true.

Eiji treats people the way he'd like to be treated: with magnanimity and grace, taking time to quell arguments and negotiate peace for everyone. He has a huge capacity for patience and understanding, and believes in setting an example that everyone can follow. Which is great, because as I've said above, he used to be (and still sort of is) a manipulative, passive aggressive man-child who demands that everyone gets along because he says so.
When he comes across a trait in someone else he doesn't like, he contorts his way into their lives and forces them to see the errors of their ways, guilting them into greater things. The worst part is that he's so good at it, so effortlessly, whole-heartedly, undeniably charismatic, so convinced of his self-righteousness and so good at convincing people he's right, that it's really difficult to point out what he did wrong. Other peoples' goodness and tranquility are his high, and forcing change for the better is something he does by reflex, often concluding with painful conflicts his subjects aren't able to handle. He does understand the concept of grey morality, but he forgets to have respect for the autonomy of others, and doesn't trust them to come to the right conclusions on their own. That all changed in the Middle-East during the war, and now he's pretty sure that his circle of influence is much, much smaller than he thought it was (or at least, for everyone's safety, it should be) but basically, being Kamen Rider OOO, an übermensch, a literal goddamn superhero, has done extremely little to make him change for the better.
When it comes to completely unrepentant monsters, the gloves come off. He lies with a smile, manipulates any weaknesses he can find, and basically uses his facade as an ingenue to get exactly what he wants. His own god-complex hurt him horrendously in the past, and now he uses it on auto-pilot to constantly dehumanize a being who is coming to terms with his non-humanity. Sorry Ankh, he doesn't believe in you or your humanity. Whoops!
(Oddly enough, he is becoming a lot more like a Greeed than he thinks he is: he's trying to find a piece of himself that confirms his humanity but lets him keep his superiority. The lack of joy in all of the senses is cosmetic, really.)
Honestly, I'm exaggerating again; for the most part, he does live a peaceful, non-damaging life with the people around him, lets people take care of him on a superficial basis, and he honestly wouldn't hurt a fly. He feels pain and guilt like everyone else. He's good with kids and makes for a very good friend. He just forgets that he's human, and the shock of the war and the destruction of his god-complex tore his soul down into near-absolute nothingness, and that all leads to a hysterical amount of his psychological issues. He just can't deal with his humanity, and OOO gives him an out. It's sad.

Remember when I said Eiji makes for a good friend? Yeah, Eiji doesn't have friends. He doesn't have people he knows he can rely on. He realizes that his self-sacrificial stance on the world, his absolute obsession with power, means that he will go through most of it alone, and it used to be that he was so self-righteous that he didn't give a damn. Now, he's so empty that he still doesn't give a damn. Opening his heart to accept help from other people means accepting that he isn't a god, and at the point he's at in the series, he doesn't know what to do with that thought besides go through the motions of what it means for other mortals. Love is right out; the one time he ever shows interest in anyone was magically induced, and even then he doesn't think much about intimacy with her. He's confused by romantic love, although he doesn't fear it. It's probably because romantic love involves putting yourself in a vulnerable position and letting someone else carry you, and he lets no one carry him. He's dumb. The show is dumb for giving him superpowers and effectively making him dumber. Fuck OOO, man.

This link goes into detail about it but to sum it up: as Kamen Rider OOO, Eiji can transform separate parts of his armor to use different types and elements of attacks using various medals, called Core Medals, themed by color and animal. The following is a short list of usable Core medals grouped by head, torso, and legs; he can use one from each category in any combination he likes. (All attacks do small damage unless otherwise specified or if you guys say no)
HEAD:
TAKA (hawk, mind/support): Provides a large accuracy boost.
KUWAGATA (stag beetle, lightning): Lightning attack, hits all enemies.

Each themed group of animals (birds, bugs, large cats, etc) can be used as medal combos. Only one combo, TaToBa, does not cause him physical harm as it isn't a true medal combo; the rest overload his body and take him out of the fight entirely by way of KO, meaning he will have to be revived in order to continue.
TATOBA (hawk, tiger, grasshopper): His most used medal combination. Enables the Tatoba kick (physical, medium damage on a single target).
GATAKIRIBA (stag beetle, praying mantis, grasshopper): Makes a huge amount of clones, each with the same capabilities as the original (small lightning attack that hits all, medium physical single target attack, enhanced jumping skills). Each clone can also use other medals to transform themselves into other combinations. As a finisher, they perform the Gatakiriba Kick - all clones jump kick the target (large physical attack, single target).
LATORATAR (lion, tiger, cheetah): Besides the normal capabilities of the respective medals, the combination enables the Liodias, a medium light attack that hits all enemies and the Revol Spin Kick (medium physical attack, single target). The finisher, the Gash Cross, is a high speed cross slash (large wind attack, single target).
SAGOUZO (rhino, gorilla, elephant): Besides the normal capabilities of the respective medals, his gauntlets upgrade to the Bagoon Pressure skill, which hits for large damage on a single target, and the Zou Stomp, a medium earth attack that hits all enemies with a shockwave. He has a secondary physical attack, a shockwave activated by banging his chest, that hits all for light damage. The finisher, SaGouZo Impact, hits one enemy for large earth damage.
SHAUTA (killer whale, eel, octopus): Besides the normal capabilities of the respective medals, he can completely liquefy himself, raising his agility by a large amount. His whips upgrade to the Voltarm Whip skill, which hit all targets for medium lightning damage. His legs can also multiply for increased amount of hits (light physical attack, hits a single target four times). His finisher, Octo Banish, hits a single target for large water damage.
TAJADOL (hawk, peafowl, condor): Arguably one of his most powerful forms. Besides the normal capabilities of the respective medals, he creates a corona of peacock feathers which can be fired at his enemies (hits all enemies twice for medium fire damage), shoots fire (one enemy, medium damage), and allows use of the Giga Scan that hits one enemy up to six times for medium fire damage depending on how many medals he has in the Tajascanner. The finisher, Prominence Drop, hits one enemy for large physical damage. This form is also capable of flight.
There is one last set of medals that come buried inside his soul that make the PUTOTYRA combination (pteranodon, triceratops, tyrannosaurus rex). It is an extremely powerful ice form, capable of devastating attacks, but at his point in canon, Eiji has no control over it - the medals exit his body and scan themselves when he's in mortal danger and has no way to defend himself. Worse yet, Eiji attacks everyone indiscriminately while under the influence of these medals. It give Eiji the ability to fly, a medium ice attack that hits all enemies, the Wind Stinger, a pair of horns that stabs twice for medium physical damage, and the Tail Divider, a hit on a single enemy with his t-rex tail for large damage. The form comes with a weapon, Megadabryu, an axe that can change into a small bazooka. Axe mode hits one enemy for medium ice damage, and can be used by all forms, but Bazooka mode can only be used by PuToTyra. Strain Doom, a charged attack that is activated by letting the bazooka consume Cell medals, hits one target three times for large almighty damage. Don't you dare let him fire that thing, oh my god. The finisher for this form, Blasting Freezer, is a large physical (he stabs his opponent into place) and ice (freezes them solid) attack on one enemy with a medium chance of instant kill (if the enemy is resistant to one of the elements, the chance goes down to small; if the enemy resists both or nulls, reflects, or absorbs one of the elements, congrats, they escaped an instant kill. if the enemy reflects both... hahahaha.... let's say PuToTyra gets a taste of its own jerkass medicine UuU)

Canon Weapons|Items:
One (1) OOO driver, a seal that transforms into a belt allows him to become Kamen Rider OOO. It comes with the OOO Scanner, which has a variety of uses (ie allows him to access his finishers), and a small case that can hold up to six Core or Cell medals.
One (1) Medaljalibur, a sword that powers up using Cell medals. Even without powering up, the sword can cut through anything in its line of attack, even if the target doesn't come in contact with the blade. Unpowered, the sword deals small physical damage, but can inflict up to large physical damage if enough Cell medals are inserted into it. Eiji can also use the Medaljalibur while out of his OOO outfit, although he would only be capable of inflicting small physical damage.
Eleven (11) Core medals: Taka, Lion, Kuwagata, Shachi, Tora, Kujaku, Gorilla, Unagi, Batta, Cheetah, and Zou. The Combos he would have available to him would be limited to LaToraTar and TaToBa (and PuToTyra, of course.)

I would like to know if he can have some candroids? Specifically, at least two Batta cans, one Taka can, one Unagi can, one Kujaku can, and one Tako can. The Battas can communicate with each other (pleasepleaseplease can he use them during the 13th hour?), Unagi can inflict small lightning damage on one target, Taka is used for reconnaissance and flight, Tako can blind opponents (mind?) and fly, and Kujaku can fly, inflict small physical damage on one target, and inflict small wind damage on all targets.
Since they're not as powerful as a Pokemon, I'd also like to ask if he can have a Tora can, which would turn into the Toride Vendor ATV when combined with his Ride Vendor motorcycle. The Toride Vendor inflicts large physical damage because it's a damn semi-sentient ATV.

His legs can also multiply for increased amount of hits (light physical attack, hits a single target four times). His finisher, Octo Banish, hits a single target for large water damage.
TAJADOL (hawk, peafowl, condor): Arguably one of his most powerful forms. Besides the normal capabilities of the respective medals, he creates a corona of peacock feathers which can be fired at his enemies (hits all enemies twice for medium fire damage), shoots fire (one enemy, medium damage), and allows use of the Giga Scan that hits one enemy up to six times for medium fire damage depending on how many medals he has in the Tajascanner. There is one last set of medals that come buried inside his soul that make the PUTOTYRA combination (pteranodon, triceratops, tyrannosaurus rex). It is an extremely powerful ice form, capable of devastating attacks, but at his point in canon, Eiji has no control over it - the medals exit his body and scan themselves when he's in mortal danger and has no way to defend himself. Worse yet, Eiji attacks everyone indiscriminately while under the influence of these medals. It give Eiji the ability to fly, a medium ice attack that hits all enemies, the Wind Stinger, a pair of horns that stabs twice for medium physical damage, and the Tail Divider, a hit on a single enemy with his t-rex tail for large damage. The form comes with a weapon, Megadabryu, an axe that can change into a small bazooka. Axe mode hits one enemy for medium ice damage, and can be used by all forms, but Bazooka mode can only be used by PuToTyra. Strain Doom, a charged attack that is activated by letting the bazooka consume Cell medals, hits one target three times for large almighty damage. Don't you dare let him fire that thing, oh my god. The finisher for this form, Blasting Freezer, is a large physical (he stabs his opponent into place) and ice (freezes them solid) attack on one enemy with a medium chance of instant kill (if the enemy is resistant to one of the elements, the chance goes down to small; if the enemy resists both or nulls, reflects, or absorbs one of the elements, congrats, they escaped an instant kill. if the enemy reflects both... hahahaha.... let's say PuToTyra gets a taste of its own jerkass medicine UuU)

Canon Weapons|Items:
One (1) OOO driver, a seal that transforms into a belt allows him to become Kamen Rider OOO. It comes with the OOO Scanner, which has a variety of uses (ie allows him to access his finishers), and a small case that can hold up to six Core or Cell medals.
One (1) Medaljalibur, a sword that powers up using Cell medals. Even without powering up, the sword can cut through anything in its line of attack, even if the target doesn't come in contact with the blade. Unpowered, the sword deals small physical damage, but can inflict up to large physical damage if enough Cell medals are inserted into it. Eiji can also use the Medaljalibur while out of his OOO outfit, although he would only be capable of inflicting small physical damage.
Eleven (11) Core medals: Taka, Lion, Kuwagata, Shachi, Tora, Kujaku, Gorilla, Unagi, Batta, Cheetah, and Zou. The Combos he would have available to him would be limited to LaToraTar and TaToBa (and PuToTyra, of course.)

Canon Allies:
I would like to know if he can have some candroids? Specifically, at least two Batta cans, one Taka can, one Unagi can, one Kujaku can, and one Tako can. The Battas can communicate with each other (pleasepleaseplease can he use them during the 13th hour?), Unagi can inflict small lightning damage on one target, Taka is used for reconnaissance and flight, Tako can blind opponents (mind?) and fly, and Kujaku can fly, inflict small physical damage on one target, and inflict small wind damage on all targets.
Since they're not as powerful as a Pokemon, I'd also like to ask if he can have a Tora can, which would turn into the Toride Vendor ATV when combined with his Ride Vendor motorcycle. The Toride Vendor inflicts large physical damage because it's a damn semi-sentient ATV.
